Guinea Bissau’s government is described by the Peace building Commission as illegitimate and encourages transition. The PBC is focusing on socio-cultural factors to achieve sustainable peace. Sierra Leone and Central African Republic considered as challenges for democracy.

Introduction of the report of the Secretary-General by the UNDP Country Director for South Sudan, Mr. Balazs Horvath, replaced by a delegate, Mr. Sarabeh (via video link) Very young state, achieved independence since only two years. UN role in South Sudan is very important, mainly for pacification. Very dependent on its oil exportation’s, it has to deal with territorial conflicts (often because of oil). There is a lack of education (schools) in South Sudan, although it remains one of the most important domains. UN still supports the cantina with funds.

Mr. Sarabeh replies that an oil-based system is not viable, because the relationship between the North and the South Sudan is surrounded by conflict.
