The meeting began by Mr. Kandeel’s presentation of the draft resolution on “Comprehensive review of the whole question of peacekeeping operations in all their aspects” after months of deliberations between countries since 16th February. In his address, he mentioned that whilst the United Nations’ efforts in peacefully settling disputes, including but not limited to its peacekeeping operations (e.g. Peacekeepers) are indispensable, the willingness of all state actors in strictly aligning to peaceful diplomacy is equally crucial. For “state actors”, he particularly stressed that it includes member states and non-members states. Nevertheless, with the growing emergence of global threats to peace (e.g. ISIS), Egypt and several other members of the Committee were convinced that it is essential for the United Nations to perpetuate its enhancement of peacekeeping capabilities as well as to polish its efficient and effective strategic deployment of peacekeeping missions, for which this concept must be highlighted in the Committee’s final resolution.
In addition, Mr. Kandeel reiterated that as an effort to encourage border participation of member states in peacekeeping operations and high-level deliberations in such regard, membership to the Special Committee shall be increased in the coming session. To conclude the meeting, Mr. Sarki had moved a motion for the Special Committee’s adoption of the Draft Resolution prepared by Argentina, Canada, Egypt, Japan, Nigeria and Poland jointly. After reminding member states that the draft resolution has no budgetary implication, the motion had been carried with no objection.
